How I am going to work the movie plot into his Capitol life is this: a version of that night actually happened. Frank is not an alien, he is a Capitol Citizen born and raised. His parents died when he was quite young, and he fell in love with the Hunger Games shortly afterwards. The inexplicable violence of it, the honor and the pageantry, the sudden loss of lives strikes a chord with him. To him, the Hunger Games are a celebration of youth and strength and life.
His day job is as a surgeon, usually performing some of the extreme body modifications that you see wandering around the capitol. He's considered one of the best and charges enormous sums for his work and will tattoo his signature on the ones he considers works of art.
He also gets called in to work on victors injuries, because they want their victors looking perfect and he's just that good. He loves this, because he gets to see and touch them, and he does it for "free" as far as the Capitol is concerned because his payment?
Is victors.
Additionally, he sometimes contributes to the muttations, usually on the aesthetic side of things. Again, this is a mutual beneficial relationship. Franciscus feels like he is a part of the Games, and he gets to lord it over people that he may have an inkling of what will happen. In return, perhaps the Capitol looks the other way when his shindigs get out of control.

About eight years ago, Frank was able to bid on his first Victor. Oh, not the most recent Victor, and one of the uglier ones in recent memory, but he was still a Victor. That's what matters here. It was his first taste of owning a piece of that fame, that honor. The following year, Frank was able to pull it off. THE victor, and my, my, my. He was a pretty one. To celebrate, Frank threw a huge, hedonistic party. There was alcohol, oh yes, and morphling for those who preferred it. From the minute the party started, it was going to be legendary. Franciscus was young, his alterations were the latest trends. He was just so cutting edge.
The trouble is, despite the chatter leading up to this party, everyone trying to find out who was invited and who wasn't, the next day... no one spoke of the party. People who were known to be invited claimed that they weren't there, everyone who wasn't invited said that they were, but, dear me, they'd gotten so drunk they couldn't remember a thing. Oh, gossip has leaked out here and there. Tales of orgies, of scandalous accusations, of arguing with his Capitol-born ex-girlfriend in the middle of the party, of the new Victor sleeping with some chit of a girl in the middle of an unlocked room, Frank making a fool out of himself over the new Victor, attacking the gate-crashing previous obession Victor and later accusing a more reserved rival of trying to steal from him, and some Capitol-born Peacekeepers who happened to be in attendance stepping in to shut the party down early, sending everyone home - only a few people never made it home, it's said.
Weirdly enough, all of the people that said that they weren't at the party suddenly knew this fantastic new dance called "The Time Warp."
But that's all silly rumors. Just because no one ever found out who the girl was that the Victor slept with so willingly doesn't mean that she had vanished. She never existed at all. And that older Victor, well, he had long ago succombed to the morphling, darling. That will happen if you're not cautious. It was all his fault, but really, it's just wagging tongues. The only thing that did change is Frank's status in the Capitol. Up-and-coming no longer, all of that whispering made Franciscus into the Panem equivalent of a tabloid train wreck - the sort of decadent celebrity that everyone can see is out of control, but no one wants to stop him so long as they're invited along for the ride.

I'm going to see if any other Capitol-playing muns want to have their characters cast into the overall roles of the RHPS cast. The equivalencies are listed below:
Brad & Janet - A generic Capitol citizens. They could be anything, really, but they will never have been Victors that Frank bid on.
Riff Raff & Magenta - Capitol-born Peacekeepers who became Peacekeepers due to living far beyond their means and causing too much trouble. They stopped the infamous party before anyone was killed.
Eddie - The first Victor that Frank ever bid on. A morphling addict who is alive, but hasn't been one for parties since that night.
Rocky - Frank's favorite Victor! Very attractive. Not all that bright.
Dr. Scott - A rival doctor or sponsor. It doesn't matter which.
About keeping things from getting too smutty with Frank:
First of all, I'm not going to scene out of any bidding encounters. I will do non-sexual content only. Secondly, I'm going to present his parties as being level-restricted. Anyone with an invitation can go to the first floor, which is purely a decadent party. The second floor is restricted to over 16s only, and this is where things get a little wild. Frank's parties are highly musical, and people are encouraged to take part in an interactive floor show of dancing and singing. Anything too seedy occurs on the third floor, and you need his blessing to get up there. If you can't get it, you'll have to take it out of the house.
About things being excised from his bio:
Eddie didn't die, and Frank isn't about to serve someone that pisses him off for dinner. He doesn't have a Medusa machine or a Transducer.
Presentation:
Excess. The man is pure excess, and he loves it. Why have one when you can have three, why have three when you can have them all? He's completely untamed, despite living in so strict a society. He has inadvertently found the one niche where he can go absolutely wild, without being a threat to anything, as he is only contributing to the Capitol's ruling by distraction tactics. He is not aware of it, but this is how the man 'rose tints' his world, by giving in to basic, carnal instincts and controlling the people that he can (the people that frequent his parties, the Victors and Tributes that he buys).
He seeks attention in whatever way he can get it - that is why he dresses scandalously. After all, it's hard to go over-the-top by Capitol standards. He's a bit much, even in Panem. Decadent is a good word to describe him. It's not always a positive thing.
He loves a good time, wants everyone else to have a thrilling experience every time they meet him. He rewards loyalty, friendship, and kowtowing very well indeed.
Motivations:
There's little hidden or discreet about Frank. He lays everything right out for you to see, take it or leave it. What you see is what you get.
He is slightly paranoid of anyone finding the out the secret of his surgical techniques and zealously guards them. He is also jealous of any other sponsor who goes after one of 'his' Victors or Tributes, even the ones that he is no longer actively interested in. They are his. His 'love' is extremely obsessive, and he bounces from one person to the next with little permanent difficulty.
While he controls and manipulates, he's more of an emotional vampire. He wants people to like him and feels betrayed if they don't.
His temper is furious, and he will take everything possible personally. Even the slightest rudeness will permanently damage his relationships. He does not have a lot of grace once you piss him off, he will argue with you in front of the whole party and throw you out if needed, preferably dragging you out by your hair.
He loves beautiful, delicate things, and he sees himself as living the Capitol dream, as being the model Citizen for all others to aspire to, and encourages others to strive for the freedom that he embodies.

If you are a new tribute, you have been plucked from home and rushed in here with only a brief explanation of what is going on: You are about to enter an arena death match that only one person will make it out of, and impressing these people will help you live.
If you are someone from Panem, then you are very unlucky. You know what's going on but... you were told all the tributes were from a foreign land now. So why are you in front of the Gamemakers fighting for your life now? Are you a criminal, a traitor, deeply in debt? Or do you even know why you were shoved in to this room?
What is your character scored: Not sure if this is needed for a Capitol character. I'm going to go with a 6. Franciscus has medical training and a twisted vicious streak (in the movie, Frank murders Eddie with an icepick and serves him as dinner). He's not in hero shape, but he's not in bad shape either.
